What this PR does / why we need it:

Manual "cherry-pick" of #104466 bumping k8s.io/utils to fix #104452 which is a regression that can potentially cause panics in 1.22+ releases.

Does this PR introduce a user-facing change?

Fixes a 1.22 regression that could cause panics in LRU caches in controller-manager, kubelet, kube-apiserver, or client-go EventSourceObjectSpamFilter
