Cherry pick of #99464 on release-1.19.

#99464: Number of sockets is assumed to be same as NUMA nodes

For details on the cherry pick process, see the cherry pick requests page.

Fixes a regression in 1.19+ to make kubelet retrieve number of sockets from cAdvisor MachineInfo, instead of assuming it to be equal to number of NUMA nodes.

Hi @iwankgb. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Just to be sure. Does v1.19 have the version of cadvisor where this is relevant? What version of cadvisor did this staartz to be required, and what version of cadvisor is v1.19 on?
