Cherry pick of #106816 on release-1.23.

#106816: clear pod's .status.nominatedNodeName when necessary

Fixed a bug that a pod's .status.nominatedNodeName is not cleared properly, and thus over-occupied system resources.

@cpanato aha, I'm switching employers and the CLA tool detected that the old commits belong to the wrong user, cool stuff...

Let me figure it out.
