What this PR does / why we need it:
Remove docker-machine / remote docker support from build documentation.

Docker-machine is no longer accepting new features and in maintenance mode only. So documentation was updated.
Which issue(s) this PR fixes:
Part of #94091.

@jherrera123 worked on the build script so here is the updated documentation for the build.

Does this PR introduce a user-facing change?:

Official support to build kubernetes with docker-machine / remote docker is removed. This change does not affect building kubernetes with docker locally.

Additional documentation e.g., KEPs (Kubernetes Enhancement Proposals), usage docs, etc.:

Hi @adeniyistephen. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

You can copy the release notes from my PR. This change has user facing changes (removal of docker machine/remote support).
