Cherry pick of #107091 on release-1.22.

#107091: Improving performance of EndpointSlice controller metrics

Fix a performance regression in 1.17 where an inefficient lock in EndpointSlice controller metrics cache has been reworked. Network programming latency may be significantly reduced in certain scenarios, especially in clusters with a large number of Services.

I think @mborsz had a good summary of the rationale for cherry picking this:

Such large lock contention (effectively blocking all endpointslice workers) seems to be a bug to me. Also the occurrence of this bug caused by rsyncPeriod (where we add all services to queue, which due to lock contention blocks network programming for O(minutes)) sounds quite severe to me and cherrypick-worth.
