What type of PR is this?

/kind bug

What this PR does / why we need it:

xref #98966

  • Fixes the add-on manager to use leases instead of endpoints to match what kube-controller-manager does in 1.20.
  • Defaults to be safe (do nothing) rather than dangerous (go ahead) if leader info cannot be determined

Note that this does not complete #98966, and the add-on manager should still implement its own leader election if that is an important feature for it to have.

Does this PR introduce a user-facing change?

Hello! I am from the Bug Triage team! Friendly reminder that code freeze is starting March 9th, 2021 (about 1 week from now). We want to ensure that each PR has a chance to be merged before code freeze.
As the PR is tagged for 1.21, is it still planned for this release?
