What type of PR is this?

/kind bug

What this PR does / why we need it:

The filtered dialer introduced in 1.20 in #91785 / #95206 does not correctly wire the args passed to DialContext and the arg passed to LookupIPAddr. DialContext expects host:port. LookupIPAddr expects only host.

This PR fixes that issue and adds unit tests.

Does this PR introduce a user-facing change?:

Fixes a regression in 1.20 with connection errors when using `--volume-host-cidr-denylist` or `--volume-host-allow-local-loopback`

That's fine, this filter just makes sure they all comply with the requirements (no local loopback, or nothing in a forbidden CIDR range)
